According to the requirements of Several Policy Opinions on Deeply Promoting the Construction of Leading National Innovative Cities issued by the Nanjing Municipal Party Committee, in order to further stimulate college students' enthusiasm for entrepreneurship, accelerate the cultivation of innovative and entrepreneurial talents, implement the Detailed Rules for the Implementation of the Zijinshan Talent · Jiangbei Plan Youth College Students' Employment and Entrepreneurship Project, The fifth Jiangbei New Area Youth College Students Innovation and Entrepreneurship Competition and the tenth "Winning in Nanjing" Youth College Students Innovation and Entrepreneurship Competition are specially held. The relevant matters are hereby notified as follows:

3、 Participants
Students in ordinary colleges and universities, college graduates within 5 years of graduation (including overseas students from universities in Taiwan, Hong Kong, Macao or overseas regions with a bachelor's degree or above), persons with a national recognized college degree or above under the age of 35, and foreign students in China.

4、 Project requirements
（1） Support the Party's line, principles and policies, love the motherland, have no criminal record, and have good moral character.
（2） The products and services proposed in the entries must conform to the industrial development orientation of the New Area, have a certain scientific and technological content, industrial development value or commercial value, and belong to the independent technical achievements of the participants or the technology and patent holders agree to authorize the entry. If during or after the competition, it is found that there is a dispute over the ownership of the technology or patent that the project relies on or falsifies, the project team will be disqualified and the bonus will be withdrawn as appropriate.
（3） In principle, the participating projects are start-ups that meet the operating conditions for establishing companies or projects that are operated by companies established in the New Area after January 1, 2021.
（4） The previous award-winning projects of this competition and those that have been funded by the excellent entrepreneurship project of young college students in Nanjing cannot be repeated.

4、 Award setting
1. Competition bonus
There are 20 awards in the competition. One first prize, 60000 yuan; 3 second prizes, RMB 40000; Six third prizes, 20000 yuan; 10 excellent awards and 10000 yuan.
The award-winning project can apply for the prize only after submitting the ID card of the project leader, the bank where the personal bank card is opened, the account number and other materials to our bureau within one month after the end of the competition, and it will be deemed to be automatically abandoned if it is provided beyond the time limit.
2. Award for landing supporting facilities
When participating in the competition, the person in charge of the award-winning project must meet the requirements of full-time college graduates or graduates within 5 years, serve as the legal representative of the project registration entity, meet the requirements of the person in charge of the entrepreneurial entity initially registered in Nanjing, and the project is registered in Jiangbei New District. 1:1 landing supporting rewards can be enjoyed according to the competition bonus standard.
The award-winning projects must be registered in Jiangbei New Area before December 31, 2022, and submitted to our bureau at the same time such materials as the certificate of payment of the prize, the identity certificate of the enterprise's legal representative (i.e. the project leader), the business license of the registered enterprise, and the certificate of opening an enterprise's corporate account. Only then can the award-winning projects be applied for. If they are provided beyond the time limit, they will be deemed to be given up automatically.

5、 Registration method
The participating projects are declared online through the wechat official account of "Nanjing Talent Service Center" - "office hall" - "College Students' entrepreneurship" module - "Jiangbei new area sub competition point".

6、 Venue
The notice of Jiangbei New Area Education and Social Security Bureau shall prevail.
