In accordance with the provisions of the Implementation Measures for the Pilot Project of Industrial Science, Technology and Finance Integration and Innovation in Jiangbei New Area ("Lingque Plan") (Trial) (Ning Xin Qu Wei Fa [2017] No. 7) and the Opinions on Optimizing the Pilot Project of Industrial Science, Technology and Finance Integration and Innovation in Jiangbei New Area ("Lingque Plan") (Ning Xin Qu Guan Chuang Fa [2020] No. 70), the enterprise application for the "Lingque Plan" in 2022 is now started. The relevant matters are notified as follows:

Scope and conditions of application
Scope of declaration
1. The registered tax payment is in the area directly under the jurisdiction of Jiangbei New Area;
2. It has a relatively perfect corporate governance structure and a sound financial system;
3. No major safety production, quality accident, tax payment and environmental violations occurred in the past three years;
4. Give priority to enterprises incubated by new R&D institutions in Jiangbei New Area, enterprises with invention patents and high growth rate of R&D investment, enterprises that have obtained venture capital, enterprises selected into various talent plans, high-tech enterprises, and enterprises supported by national provincial and municipal science and technology plans.
Declaration conditions

1. Lingque Enterprise
(1) In 2021, the sales revenue will be more than 5 million yuan (inclusive), not more than 500 million yuan in principle, and the asset liability ratio will not be more than 60% in principle;
(2) In 2021, if the sales revenue is between 5 million yuan (inclusive) and 20 million yuan, the year-on-year growth rate of sales revenue will reach 20% or the growth rate of net profit will reach 10%; In 2021, if the sales revenue is 20 million yuan (inclusive) to 100 million yuan, the year-on-year growth rate of sales revenue will reach 10% or the growth rate of net profit will reach 10%; In 2021, if the sales revenue is more than 100 million yuan (inclusive), the year-on-year growth rate of sales revenue will reach 5% or the growth rate of net profit will reach 10%.

2. Xiaolingque Enterprise
(1) Incorporated after January 1, 2019;
(2) In 2021, the enterprise's sales revenue will be less than 5 million yuan, and the annual sales revenue or net profit growth rate of products will reach more than 25%;
(3) In 2021, the proportion of sales income and technical income of high-tech products in the total income of the enterprise in the same period shall not be less than 30%;
(4) The scientific research investment in 2021 shall not be less than 5% of the sales revenue of the year;
(5) Own independent intellectual property rights (authorized patents, software copyrights, integrated circuit layout design, etc.) or proprietary technology;
(6) In 2021, the proportion of scientific and technological personnel with college degree or above shall not be less than 20% of the total number of employees, and the proportion of scientific and technological personnel directly engaged in research and development shall not be less than 10% of the total number of employees;
(7) Enterprises established by the industrialization of major scientific and technological achievements or leading talents in science and technology can be directly included in the scope of support after being recognized.

Declaration procedure
（1） Enterprise declaration
The enterprise shall fill in and submit the Application Form for Enterprises Planning to Warehousing in Jiangbei New Area (hereinafter referred to as the Application Form for Enterprises, see Annex 1), and attach relevant supporting materials. The supporting materials must correspond to the contents filled in the Application Form for Enterprises. The general directory, classified directory and page number shall be prepared page by page according to the binding order. The front and back pages shall be printed to ensure that the signatures and seals are complete, clear and complete, and submitted to the platform and street where the enterprise is located.
（2） Preliminary review of all industrial platforms and streets
Each industry platform and street shall conduct a preliminary review of the materials submitted by the enterprises, put forward preliminary review opinions (see the column of "Preliminary Review Opinions of the Platform and Street" in Annex 1), fill in the Summary Sheet of Preliminary Review of Enterprises Planning to Warehousing Lingque in Jiangbei New Area (hereinafter referred to as the Summary Sheet of Preliminary Review, see Attachments 2 and 3), and affix the official seal of the unit.
（3） Review and publicity
The Science and Technology Innovation Bureau shall organize experts and professional institutions to review, and the list after evaluation shall be publicized and officially released without objection.

Material requirements
1. The enterprise provides application materials (in duplicate) and electronic materials;
2. Each platform and street shall provide the Preliminary Examination Summary (in one copy) and electronic materials.
The above materials shall be submitted to the New Area Independent Innovation Service Center (Window C103, 1st Floor, No. 48 Fengchu Road) before July 20. Overdue acceptance will not be accepted.
