Xinhua News Agency, Beijing, September 26 -- The State Council recently issued the Opinions on Promoting the High Quality Development of Innovation and Entrepreneurship and Creating an Upgraded "Mass Entrepreneurship and Innovation" (hereinafter referred to as the Opinions), signed and approved by Premier Li Keqiang.

We will improve the service capacity of the support platform, promote the formation of an innovation and entrepreneurship pattern featuring online and offline integration, industry university research collaboration, and integration of large, small and medium-sized enterprises, and provide a solid guarantee for accelerating the cultivation of new drivers of development, achieving more full employment and high-quality economic development.

The Opinions put forward eight policy measures to build an upgraded version of "mass entrepreneurship and innovation". First, we will deepen the reform of decentralization, regulation and service, further release the vitality of innovation and entrepreneurship, create a fair market environment, and strive to promote the upgrading of the innovation and entrepreneurship environment. Second, we will increase fiscal and tax policy support, improve government procurement policies for innovation and entrepreneurship products and services, accelerate the demonstration and application of the first set of major technical equipment, establish and improve the intellectual property management service system, and accelerate the upgrading of innovation and entrepreneurship development momentum. Third, encourage and support scientific researchers to actively engage in scientific and technological entrepreneurship, strengthen the education and training of college students in innovation and entrepreneurship, improve the service system for migrant workers returning home to start their own businesses, improve the policy and service system for retired military personnel to support their own businesses, improve the level of innovation and entrepreneurship facilitation for returned and foreign talents, promote more groups to participate in innovation and entrepreneurship, and continue to promote entrepreneurship to drive the upgrading of employability. The fourth is to strengthen the leading role of innovative enterprises, promote the deep integration of innovation and entrepreneurship of scientific research institutions in universities, improve the system and mechanism for the transformation of scientific and technological achievements, and further promote the upgrading of scientific and technological innovation support capacity. Fifth, improve the service level of incubators and maker spaces, build a platform for the integration and development of large, medium and small enterprises, deeply promote the innovation and development of industrial Internet, improve the "Internet +" innovation and entrepreneurship service system, create key exhibition brands for innovation and entrepreneurship, and vigorously promote the upgrading of innovation and entrepreneurship platform services. Sixth, guide financial institutions to effectively serve the financing needs of innovation and entrepreneurship, give full play to the role of venture capital in supporting innovation and entrepreneurship, expand direct financing channels for innovation and entrepreneurship, improve differentiated financial support policies for innovation and entrepreneurship, and further improve financial services for innovation and entrepreneurship. Seventh, we will build a source of scientific and technological innovation with global influence, cultivate innovation and entrepreneurship clusters, give play to the guiding and exemplary role of the "mass entrepreneurship" demonstration base, promote international cooperation in innovation and entrepreneurship, and accelerate the construction of a highland for innovation and entrepreneurship development. Eighth, strengthen the overall planning of innovation and entrepreneurship policies, refine key policy implementation measures, promote innovation and entrepreneurship experience, and effectively open up the "last mile" of policy implementation.

The Opinions emphasized that all regions and departments should refine policies and measures, strengthen supervision, timely summarize, ensure that all policies and measures are implemented, further enhance the ability of entrepreneurship to drive employment and scientific and technological innovation, accelerate the cultivation of new drivers of development, fully stimulate market vitality and social creativity, and promote high-quality economic development in China.
