The following policy suggestions are formulated.

2、 Strengthen the main position of enterprise innovation
1. Create an innovative chain owner enterprise. Support leading enterprises and new R&D institutions to take the lead in establishing a systematic and task oriented innovation consortium, and give a reward of up to 5 million yuan based on the annual performance of upstream and downstream joint research, industry university research integration, scene application opening, production factor sharing, etc. Support leading enterprises in the industrial chain to introduce and cultivate supporting enterprises in the industrial chain, and build an application ecosystem of innovative products in the industrial chain. Implement the high-quality development action plan for specialized, special and new SMEs, and promote the implementation of relevant targeted measures. A maximum of 2 million yuan will be given to newly recognized national technology innovation demonstration enterprises, and a maximum of 500000 yuan will be given to national quality benchmark enterprises and national intellectual property utilization benchmark enterprises. We will explore the establishment of a "green channel" for identifying high-tech enterprises in the fields of integrated circuits, artificial intelligence, biomedicine, software and information, and smart grid, and strive for the pilot implementation of "approval upon filing".

2. Cultivate and strengthen the team of scientific and technological enterprises. Each district (park) will give a maximum subsidy of 100% for the rent of high-tech start-ups according to the growth of the enterprises, and the maximum subsidy will not exceed three years. All districts (parks) are encouraged to give priority to the use of innovative products and services of science and technology enterprises. We will optimize the recognition and incentive policies for high-tech enterprises, improve the cultivation mechanism, promote both quantity and quality, and pay more attention to growth and contribution. We will deeply implement the cultivation plan for innovative entrepreneurs, and provide comprehensive support in entrepreneurship training, project research and development, and loan discount.

3. Promote the platform development of new R&D institutions. We will implement actions to improve the quality and efficiency of new research and development institutions, support new research and development institutions to build technology engineering platforms and product application transformation platforms, and build a number of platform based new research and development institutions. Support high-level new research and development institutions to jointly carry out technical research, product research and development, application scenario building, etc. with key enterprises in the industrial chain. 4. Encourage enterprises to increase R&D investment. We will implement policies such as the deduction of R&D expenses and the reduction or exemption of income tax for high-tech enterprises, and support small and medium-sized technology-based enterprises and high-tech enterprises to increase their R&D investment. Increase the weight of R&D investment in the performance appraisal of enterprise R&D institutions. 7. Promote the innovative application of green and low-carbon technologies.
