Implementation rules for support

Article 1 According to Article 3 of Item 2 of the Notice of the Nanjing Municipal Party Committee and the Nanjing Municipal People's Government of the Communist Party of China on Printing and Distributing Several Policies and Measures for Overall Construction of an Innovative City in the New Development Stage (NWF [2021] No. 1) and Article 2 of Item 2 of the Notice of the Nanjing Municipal Party Committee and the Nanjing Municipal People's Government of the Communist Party of China on Printing and Distributing Several Policy Opinions for Deeply Promoting the Construction of Leading National Innovative Cities (NWF [2022] No. 1), These Rules are hereby formulated.

Article 2 Encourage more enterprises to actively participate in the cultivation and identification of high-tech enterprises and technologically advanced service enterprises. We will support enterprises to strengthen innovative research and development, and promote the rapid growth of small and medium-sized technology-based enterprises and the development of high-tech enterprises in both quantity and quality through project-based approaches.

Article 3 Enterprises registered and paying tax in our city are eligible for the following support:
1. A reward of 200000 yuan will be given to high-tech enterprises and technologically advanced service enterprises for the first time.
2. For high-tech enterprises and technologically advanced service enterprises that are still recognized in the year when the validity period expires, RMB 100000 will be supported in the form of projects.
3. Improve the enterprise cultivation mechanism, promote the growth of enterprises and promote the high-quality development of high-tech enterprises, implement the "foundation building" project for the cultivation of small and medium-sized technology-based enterprises with obvious characteristics of "four disciplines" and the "strong foundation" project for the cultivation of high-tech enterprises, set up a key core technology research plan for high-tech enterprises and small and medium-sized technology-based enterprises, and support enterprises to carry out key core technology research through project approval, To promote the technology iteration and upgrading of enterprises, the maximum support fund for a single project shall not exceed 2 million yuan, and the self raised funds of enterprises shall account for more than 50% of the total project funds.
4. High enterprises that move to our city from other places will be rewarded according to the above reward criteria for the first time after they are re recognized in Jiangsu Province.
5. Establish a municipal high-tech enterprise cultivation library, and give priority to supporting enterprises in the fields of integrated circuit, artificial intelligence, biomedicine, software and information, and smart grid.

Article 4 For the reward fulfillment of the first high-tech enterprise and technologically advanced service enterprise, the enterprise does not need to declare. The Municipal Science and Technology Bureau, together with the relevant departments, will give the reward according to the relevant documents. The reward fund will be shared by the urban area at a ratio of 1:1, and the enterprise reward amount of Jiangbei New Area will be fully borne by Jiangbei New Area.

Article 5 For the policy terms supported by the project, the enterprise shall make independent declaration according to the project declaration notice of the current year, and give support according to the project evaluation results. Among them, the support funds for high-tech enterprises and technologically advanced service enterprises that are still recognized in the year when the validity period expires shall be shared by the urban area at a ratio of 1:1, and the support funds for enterprises in Jiangbei New Area shall be fully borne by Jiangbei New Area.
Article 6 Enterprises that have passed both the recognition of high-tech enterprises and the recognition of technologically advanced service enterprises in the current year will not be rewarded repeatedly according to the plateau.

Article 7 Enterprises that meet the warehousing conditions for municipal high-tech enterprises shall submit application materials every year according to the requirements of the application notice.
Article 8 The incentive funds are mainly used to encourage enterprises to increase R&D investment, establish R&D institutions, strengthen intellectual property protection, and introduce scientific and technological innovation talents.

Article 9 Any illegal act of falsification and defrauding financial funds in any form shall be dealt with in accordance with the relevant provisions of the Regulations on Punishment and Punishment of Financial Violations (Order No. 427 of the State Council), and shall be notified throughout the city, and the reward funds shall be recovered.

Article 10 These Rules shall come into force as of the date of printing and distribution.
