Chapter I General Provisions

Article 1 In order to deeply implement the "121" strategy of innovation driven by the municipal party committee and the municipal government, accelerate the construction of independent innovation pilot area, boost the city's construction of innovative cities with global influence, accelerate the introduction and cultivation of various scientific and technological innovation platforms, and enhance the regional independent innovation capacity, according to the Several Policies and Measures for the Comprehensive Construction of Innovative Cities in the New Development Stage (Ning Wei [2021] No. 1) The Measures are formulated in accordance with the spirit of such documents as Nanjing Administrative Service Measures on Promoting the High Quality Development of New R&D Institutions (NCWB [2021] No. 5).

Article 2 The scientific and technological innovation platforms mentioned in these Measures mainly refer to major scientific and technological innovation platforms, new research and development institutions and public technology service platforms.

Article 3 The Science and Technology Innovation Bureau shall take the lead in the planning, layout, overall construction and daily management of the science and technology innovation platform. Each industry platform and street undertakes the management and service guarantee of territorial construction.

Chapter II Major Scientific and Technological Innovation Platform

Article 4 The major scientific and technological innovation platforms referred to in these Measures refer to all kinds of scientific and technological innovation platforms built by enterprises registered and paying taxes in the directly administered areas of the New Area and approved or recognized by the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Health Commission and other departments, mainly including: national laboratories, national key laboratories, national engineering research centers, national technology innovation centers, national clinical medicine research centers, national industrial innovation centers National Manufacturing Innovation Center and National Enterprise Technology Center.

Article 5 For the newly approved major scientific and technological innovation platform, a one-time reward of 5 million yuan will be given to the platform construction unit. Other major scientific and technological innovation platforms that have important strategic significance in promoting scientific and technological innovation and industrial transformation in the New Area will be supported in the way of "one case, one discussion".

Chapter III New R&D Institutions

Article 6 The new R&D institutions referred to in these Measures refer to independent legal person enterprises with diversified investment, market-oriented operation and modern management that serve the city to build industrial innovation clusters, rely on domestic and foreign universities, institutions, leading enterprises and other advantageous scientific and technological innovation resources, take industrial technology R&D and transformation of scientific and technological achievements as the purpose, and are formed by a talent team with a majority of shares, including district level new R&D institutions Municipal level new R&D institutions and research institutes listed in the sequence of professional research institutes of Jiangsu Industrial Technology Research Institute.

Article 7 The following supporting policies shall be given to the district level new R&D institutions:
（1） Included in the management sequence of district level new R&D institutions, and equipped with service specialists of new R&D institutions;
（2） Give priority to recommending and applying for national, provincial, municipal and new district science and technology, talent and industrialization project plans at all levels;
（3） It is recommended to apply for municipal new R&D institutions on a selective basis.

Article 8 The following supporting policies shall be given to those identified as municipal new type R&D institutions:
（1） A one-time reward of 2 million yuan will be given;
（2） Give play to the role of science and innovation fund in the New Area, and support new research and development institutions and social capital to establish sub funds;
（3） Promote award and subsidy support for innovative application demonstration scenarios of new R&D institutions in the New Area, and support new R&D institutions and their incubators to carry out demonstration applications;
（4） Support core members of talent teams of new research and development institutions to participate in the pilot project of "double employment system" for scientific researchers carried out by the New Area and strategic cooperative universities. For the identified "double employment system" scientific researchers, the new R&D institutions will be given a support fund of 100000 yuan per person per year for three consecutive years. The support fund is mainly used to reward the individual performance of the "double employment system" scientific researchers;
（5） Set up a new type of research and development organization youth researcher plan. For new R&D institutions that won the municipal performance evaluation award of the previous year, 15% of the municipal performance award funds will be given as special support, which will be independently used for the introduction and training of young researchers.

Article 9 Research institutions listed in the sequence of professional research institutes of the Provincial Industrial Technology Research Institute enjoy the same support policies as those of new research institutions at the municipal level.

Chapter IV Public Technology Service Platform

Article 10 The term "public technology service platform" as mentioned in these Measures refers to a public technology service platform with basic, open and public welfare characteristics built with enterprises as the main body, centering on the common needs of technological innovation in the leading industries of the New Area, aiming at the integration, opening and sharing of scientific and technological resources.  

Article 11 Those meeting the following conditions shall be included in the cultivation and management of district level public technology service platforms, and priority shall be given to recommending and applying for municipal level or above public technology service platforms:
（1） The operation subject is a professional science and technology service enterprise or institution registered and operating in the directly administered area of the New Area and paying taxes, and is a platform construction supporting unit;
（2） The platform has been operating for more than one year, with a certain scale of market service performance, and technical income accounts for more than 60% of the total annual income;
（3） Instruments and equipment must be included in the public technology service platform of the New Area for unified open sharing management, with a sound management system, standardized service processes and reasonable charging standards, and a high-level full-time technical service team;
（4） There are sites, facilities and other hardware conditions that match the service capacity, of which the service site area is not less than 500 square meters, and the investment in hardware facilities is not less than 10 million yuan.

Article 12 For public technology service platforms built with non-state-owned funds, after being included in the cultivation and management of district level public technology service platforms, according to the actual investment of instruments and equipment, a one-time subsidy of 5% of supporting construction funds will be given, and the maximum amount of each public technology service platform will not exceed 1 million yuan.

Article 13 The institutions included in the cultivation and management of district level public technology service platforms shall be dynamically managed. After performance evaluation, excellent and good institutions shall be awarded no more than 1 million yuan; If the performance evaluation is unqualified, a half year rectification period will be given. If the rectification is still unqualified, it will no longer be listed as a district level public technology service platform.

Chapter V Administration and Supervision

Article 14 The Science and Technology Innovation Bureau shall be responsible for the organization and application, material review, issuance and publicity of relevant support policies in these Measures, as well as fund realization.

Article 15 The scientific and technological innovation platform shall actively accept supervision and management, regularly participate in statistical investigation, and submit work plans, summaries and other materials as required. The materials and data submitted shall be true and effective. The industrial platform and the street should check the reported data.

Article 16 In the process of policy implementation, if the declaration is untrue and the financial funds are fraudulently obtained, the cashed funds shall be recovered according to law, and the enterprise or platform shall be included in the "blacklist" of the New Area for serious dishonesty, and the science and technology projects at all levels shall not be declared within five years.

Chapter VI Supplementary Provisions

Article 17 These Measures shall be interpreted by the Science and Technology Innovation Bureau of Nanjing Jiangbei New Area Administrative Committee.
Article 18 These Measures shall come into force as of the date of promulgation.
