In order to thoroughly implement the spirit of Several Policies and Measures on Building an Innovative City with Global Influence (NWF [2018] No. 1) and Several Policies and Measures on Deepening the Construction of an Innovative City and Improving the Innovation Priority (NWF [2019] No. 1), further optimize and upgrade the policy mechanism of key talent projects and deepen the construction of the pilot area of an innovative city, These Measures are formulated to accelerate the building of Jiangbei New Area as the innovation pivot of the Yangtze River Economic Belt.
Article 1 Open up special support channels for special talents. For the urgent need for strategic scientific and technological talents and high-level innovation teams in the New Area, we will discuss each case and handle special cases; Each industry platform and street shall apply to the New Area Talent Work Leading Group, and the New Area Talent Work Leading Group Office shall take the lead in organizing relevant departments to put forward support opinions in the form of expert argumentation or recommendation, and then submit them to the Municipal Talent Work Leading Group for approval. The amount of funding will not be capped.
Article 2 Strengthen the cultivation of innovative entrepreneurs. Persons in charge of unicorn enterprises and gazelle enterprises that have been established for less than 5 years and have been recognized by municipal government departments or authoritative social organizations shall be included in the innovative entrepreneur cultivation plan and enjoy the corresponding training support policies. Those that have not been recognized as high-tech enterprises for the time being will be directly included in the municipal high-tech enterprise incubation base and will be given an inclusive reward of 200000 yuan; If the annual growth rate of R&D investment is more than 20%, a reward of up to RMB 300000 will be given at 10% of R&D investment on the basis of other R&D subsidies within the three-year cultivation period; Special R&D support can be given to those who formulate international and domestic standards for key industries according to the principle of "one case, one discussion".
Article 3 Improve the evaluation mechanism of high-level entrepreneurial talents. For outstanding talent projects that meet the needs of the development of the leading industries in the New Area, they can participate in the district level review on an exceptional basis, regardless of the restrictions on education background, professional title and investment methods, as recommended by various industrial platforms and streets. Priority support will be given to enterprises that conform to the industrial development direction of "two cities and one center" in the New Area, enterprises that have been certified by relevant national departments and industry associations, such as high-tech enterprises, technologically advanced service enterprises, dual soft enterprises, small and medium-sized technology-based enterprises, and enterprises that have been selected as talents planning experts at or above the provincial level. Among them, those newly started businesses that have received more than 3 million yuan of social venture capital financing for filing within two years, won the first prize of the final of the "Win in Nanjing" Overseas Talent Entrepreneurship Competition and landed in the New Area, and made more than 2 million yuan of economic contributions can be directly evaluated as district level projects after being recommended by their industrial platforms and subdistrict.
Article 4 Support enterprises to set up expert studios. Focus on the introduction and development of domestic high-level experts and talent teams, support the enterprises in the New Area to set up a chief expert studio and an innovation team studio, and grant project subsidies of 500000 yuan and 1.5 million yuan respectively; And select the best and recommend them to participate in the municipal selection. After being selected, they will be given 500000 yuan and 1.5 million yuan of project funding respectively.
Article 5 Optimize employment and entrepreneurship guidance services. We will use the "Internet +" model to build a network service platform for employment and entrepreneurship in Colleges and universities, and continue to build the brand of "winning Jiangbei · the future has come" in the new district; Increase the talent introduction of "excellent students from famous schools", and optimize the cash flow of living subsidies; Promote the upgrading of the entrepreneurial environment, introduce financial capital services, strengthen credit support, and help the development of innovative enterprises; We will increase the support for start-ups, increase the site rent subsidy to a maximum of 20000 yuan per year, reduce the social security payment burden of start-ups, and give social security subsidies of up to 20000 yuan per person according to the actual payment amount.
Article 6 Expand the scope of award and subsidy support for high-level talents. High level talents working in new R&D institutions, high-tech enterprises (including cultivation), unicorn enterprises (including cultivation), gazelle enterprises, software enterprises, technologically advanced service enterprises, talent enterprises that have reached the level of high-quality incubation, record investment fund management institutions, talent hunting companies, various scientific and technological enterprises that enjoy the policy of additional deduction of R&D expenses, and other enterprises explicitly included in the scope of this policy, Rewards and subsidies will be given according to their economic contributions to the New Area.
Article 7 Give full play to the role of talent finance. Actively implement talent finance policies such as "talent loan". If the cooperative bank grants policy loans to talent enterprises in the new area and losses occur, on the basis of enjoying the relevant provincial risk compensation, it will give a maximum of 20% of the loan principal as risk compensation, and the maximum amount of a single transaction will not exceed 500000 yuan. Talent enterprises are encouraged to use the multi-level capital market, and entrepreneurial talent enterprises listed in Jiangsu Equity Trading Center will be given a one-time reward of 200000 yuan; A one-time reward of 50000 yuan will be given to those who are successfully listed on the O board of Nanjing United Property Rights (Science and Technology) Exchange.
Article 8 Improve the identification mechanism of socialized and market-oriented talents. Establish a high-level talent recommendation committee in the New Area. The recommended entrepreneurial talents can be directly included in the "entrepreneurial Jiangbei" high-level entrepreneurial talent introduction plan after settling down, and enjoy the corresponding support policies; Innovative talents can enjoy the corresponding talents' living and leasing subsidy policy of the New Area according to the recommended category; Coordinate the implementation of supporting services such as school enrollment, medical and health care for children of recommended talents.
Article 9 Improve the selection and training system for young and middle-aged top talents. Each year, select a group of young and middle-aged talents training objects in the relevant fields of the New Area, give each person an annual allowance of 5000 yuan, and include the E-type talents in the New Area to enjoy the corresponding policies of the New Area. Select the best and recommend them to participate in the selection of training objects of municipal middle-aged and young top talents, and then give an annual allowance of 5000 yuan to each person after being selected; For national and provincial talent projects and topics hosted by top talents, a supporting subsidy of up to 500000 yuan will be given according to the 1:1 ratio of the funds obtained.
Article 10 Strengthen the support for talents to live in peace. The subsidy for living in a comfortable environment for corporate doctors will be increased to 2000 yuan per month. The candidates of the "Venture Jiangbei" high-level entrepreneurial talent introduction plan are included in the category E talents, enjoy the corresponding policies of the New Area for the comfortable living of talents, and the enterprises they have created are included in the support scope of the New Area for the comfortable living of talents. Class A to D talents can purchase talent housing in the New Area at a one-time price not higher than the market price based on 100% property rights, and can be listed for trading after five years; The income less than 10 years will be shared by the talents and the housing management unit. After 10 years of listing, the talents will be listed and traded independently, and the transaction income will be fully owned by the talents. Other policies not covered in the Measures shall be implemented in accordance with the Notice on Printing and Distributing the "Ten Policies for Entrepreneurship in Jiangbei" Talent Plan and Implementation Rules (Ning Xin Qu Wei Fa [2018] No. 19). The specific policy implementation criteria shall be subject to the declaration announcement or notice of each plan in the current year.
