Part I General Provisions
The Management Measures are formulated to standardize the management of the mass entrepreneurship space in the membrane technology industrial park and the enterprises/project teams settling in the space, unify the standards for enterprises settling in, and promote the good development of the mass entrepreneurship space in the membrane technology industrial park. The Measures are applicable to all settled enterprises/project teams in the mass entrepreneurship space of the membrane technology industrial park.

Part II Conditions for Settlement
1. The settled enterprise/project team must be a legally established enterprise legal person with clear property rights, and be able to operate independently and be responsible for its own profits and losses.
2. Have talent and management conditions, and the ability to implement incubation projects and subsequent development.
3. Have the basic funds needed for starting enterprises and implementing incubation projects.
4. It has the ability of self-development and good prospects for development, and its service products meet market needs and have strong market competitiveness.
5. Have team members with clear division of labor and high work efficiency.
6. For enterprises that need to go through the formalities of industrial and commercial registration and tax registration, the Maker Space of the Membrane Technology Industrial Park will provide appropriate assistance or relevant agency formalities.
7. The settled enterprise/project team operates in violation of regulations; Failing to carry out business activities for two consecutive months after the settlement; If it is found that the person in charge of the settled enterprise/project team or the actual business scope is inconsistent with the business license project; If the relevant materials are not reported to the Planning and Development Department on time or the reported materials are inaccurate, the settled enterprises/project teams will be ordered to be dismissed after verification.
8. The settled enterprise/project team must handle the business license change address, tax registration certificate and relevant certificates (on the wall) within 1 month from the date of settlement. If the above certificates are not obtained, the Planning and Development Department will dismiss them according to relevant regulations.
9. The maker space of the membrane technology industrial park will regularly assess the operation of the enterprises/project teams stationed in the park, and propose rectification or removal of the enterprises that fail to pass the assessment. Within 3 days after receiving the Notice of Withdrawal, the payable fees must be settled, the facilities and equipment must be withdrawn, and the site must be cleared. If it refuses to withdraw within the time limit, the maker space of the membrane technology industrial park will have the right to investigate relevant responsibilities.

Part III Settlement Process and Exit Mechanism
1、 Settlement process
1. The enterprise/project team intending to settle down shall apply and submit the application, feasibility study report, project data, various certificates and relevant materials.
2. Application acceptance: the Planning and Development Department shall conduct application acceptance and preliminary review.
3. Project review: The Planning and Development Department will demonstrate and evaluate the project.
4. Application for approval: The Planning and Development Department will make a decision on whether to approve the settlement according to the evaluation opinions of the tutor.
5. Sign the agreement: The mass entrepreneurship space in the membrane technology industrial park signs the agreement with the settled enterprises/project teams that have approved the settlement.
6. Formal settlement: the settled enterprise/project team shall go through the settlement formalities with the application form and relevant materials.

2、 Exit mechanism
(1) Graduation conditions of settled enterprises/project teams
After two years of incubation, the settled enterprises/project teams should meet at least three of the following conditions:
① Recognized as a high-tech enterprise;
② During the operation period, the enterprise is in good operating condition, the leading products have a certain production scale, the total annual sales revenue is more than 2 million yuan, and there are more than 1 million yuan of assets (including fixed assets, intangible assets and self owned funds);
③ The enterprise has established a modern enterprise system and a sound financial system.
④ Achieve product sales, and the average annual growth rate of sales revenue during the incubation period exceeds 30%;
⑤ R&D personnel account for more than 10% of the total number of employees, and R&D funds account for more than 5% of sales revenue, with a certain market development ability;
(2) Graduation recognition and graduation procedures of settled enterprises
The incubation period of the incubated enterprise is determined mainly according to the incubation management contract and property management contract signed with the settled enterprise, and whether the enterprise has graduated is determined according to the graduation conditions.
When the incubating enterprise graduates, it shall provide the incubator with: an application for graduation from incubation; Business status accounting statements, including balance sheets, profit and loss statements, etc; Operation and management during the incubation period, including the established management system and team directory; Other supporting materials.
(3) The graduation application materials of the graduated enterprise shall be submitted in the last quarter before graduation. Upon approval, the enterprise is allowed to graduate and move out.
(4) Awarded the graduation certificate of the graduated enterprise.

Part IV Supervision and Management
1、 The enterprise shall abide by and implement the relevant national systems and operate in compliance with laws and regulations. Strictly implement the Administrative Measures and the settlement agreement signed with the membrane technology industrial park maker space and other relevant legal documents. Actively support, assist and cooperate with various entrepreneurial services carried out by the Planning and Development Department.
2、 When using the network, the settled enterprise/project team shall strictly abide by the national laws and regulations on computer security, and shall not release illegal information or engage in any activities that violate the relevant provisions of network management, or interfere with the normal operation of network services.
3、 Pay attention to the cleanliness of public health and office space, obey the management of maker space, take care of office, water, electricity and other public facilities, and do not change the house structure. If the settled enterprises/project teams cause damage to public facilities, they must take the initiative to repair or compensate according to the price.
4、 The settled enterprise/project team shall use the place provided by the Mass Entrepreneurship Space of the Membrane Technology Industrial Park to conduct business management activities consistent with the application content, and shall not engage in activities unrelated to the application project or sublet or lend the place to others.
5、 According to the situation of the enterprise, the enterprise shall truthfully fill in the statements and statistical data that do not involve trade secrets to the maker space of the membrane technology industrial park on time.
6、 In case of division, merger, change, closure, suspension and other circumstances, the enterprise shall submit to the Ministry of Planning and Development for filing, in addition to applying to the relevant functional departments of the state.
7、 Site use requirements
1. In principle, the settled enterprises/project teams are not allowed to renovate and decorate the leased land, public office facilities and equipment. Minor changes should be reported to the Planning and Development Department for approval, and the costs involved in the renovation and decoration process should be borne by themselves;
2. The sign boards and other image designs of the settled enterprises/project teams should be set according to the unified requirements of the mass innovation space of the membrane technology industrial park. It is not allowed to place the enterprise brochures, easy to pull bars, door plates and other illegal promotional items in eye-catching positions at will. If the business needs, the Planning and Development Department can apply for approval before placing them as appropriate.
3. During the office work of the enterprise, the staff should consciously obey the management of property management personnel of the maker space in the membrane technology industrial park, maintain the public facilities in the maker space, and keep the surrounding environment clean and sanitary.
4. The settled enterprise/project team shall not sublease the leased site to a third person or use it interchangeably with a third person.
5. The settled enterprise/project team must consciously obey the management of the maker space in the membrane technology industrial park, and provide assistance for the normal house inspection and maintenance of the maker space.
6. Put garbage, cloth scraps, adhesive tape and other sundries into the fixed garbage storage point. It is strictly prohibited to pour easily blocked articles into the pool, urinal and other public areas.
7. The settled enterprise/project team shall work in the designated area and shall not occupy the public area without permission.
8. The settled enterprise/project team needs to use large and medium-sized conference rooms, and should apply to the Planning and Development Department at least one day in advance and fill in the work contact form. After use, the sanitation shall be cleaned. If it is not cleaned, the Planning and Development Department will hire the property to clean, and the user shall bear the corresponding costs.
10、 Security
1. The maker space in the membrane technology industrial park is equipped with full-time security personnel, who are on duty 24 hours a day. The entry and exit of external personnel shall be strictly registered, and irrelevant personnel shall not enter.
2. The mass entrepreneurship space in the membrane science and technology industrial park adopts central air conditioning heating. All enterprises are not allowed to use electric furnaces, heaters, electric heating platens and other open fire facilities. If it is really necessary for work, there must be facilities that meet the fire protection specifications and can be used only after the approval of the Planning and Development Department.
3. Important data shall be kept properly to prevent theft. Cash and valuables shall not be stored in the office. Cheques, seals and letters of introduction shall be put in the safe. If they are lost, they shall bear their own responsibility.
4. No smoking and littering of cigarette butts are allowed in public places in the Maker Space of the Membrane Technology Industrial Park.
5. It is strictly prohibited to bring flammable and explosive articles and other dangerous articles into the maker's space.
6. It is strictly prohibited to make loud noise, fight and other uncivilized behaviors in the mass entrepreneurship space of the membrane technology industrial park.
11、 Network management
The computer network provides network basic platform services and Internet access services for the maker space LAN of the membrane technology industrial park. The Planning and Development Department is responsible for coordinating the connection of computer networking and network management. In order to ensure the safe and reliable operation of the maker LAN in the membrane technology industrial park, give full play to the important role of information services, and better provide services for the employees of the settled enterprises/project teams, the settled enterprises/project teams need to comply with the following management methods.
1. All network equipment (including optical fiber, router, switch, hub, etc.) is under the jurisdiction of the Planning and Development Department, and its installation, maintenance and other operations are carried out by the staff of the Planning and Development Department. No other person is allowed to damage or repair without authorization.
2. The expansion of computer network in all regions must be implemented or approved by the Planning and Development Department. Without permission, any enterprise or individual shall not connect switches, hubs and other network equipment, and shall not access the network without permission. The maker space of the membrane technology industrial park has the right to dismantle the network lines accessed by users without permission and take punishment measures.
3. The networking work of each settled enterprise/project team must be reported to the Planning and Development Department in advance, and the Planning and Development Department will make the network implementation plan.
4. The network configuration of all regional LANs shall be planned and managed by the Planning and Development Department, and no other person shall change the network configuration without permission.
5. Network security: strictly implement the national Network Security Management System. Those who engage in any activities contrary to the network laws and regulations on the Mass Entrepreneurship LAN of the Membrane Technology Industrial Park will be handed over to the relevant departments or public security organs depending on the seriousness of the case.
12、 Large entertainment activities, feudal superstition activities and other similar activities shall not be held in the maker space. If there is a need for activities, you need to fill in the activity application form at the Planning and Development Department, and the activities can be arranged only after they are approved.

Part V Supplementary Provisions
1. All enterprises and individuals stationed here are welcome to put forward suggestions for improvement of the Management Measures, and the Planning and Development Department will adopt the reasonable suggestions.
2. All enterprises and individuals stationed here are welcome to supervise the implementation of the management measures to ensure that the implementation of the management measures is reasonable and fair.
3. The maker space of the membrane science and technology industrial park has the final interpretation right to this management method.
4. The Measures shall be implemented as of the date of promulgation.
