Chapter I General Provisions 
Article 1 In order to implement the requirements of the Outline of the 13th Five Year Plan for the Development of China's Science and Technology Business Incubators and the Administrative Measures of Nanjing Science and Technology Business Incubators, make full use of social innovative intellectual resources, improve the incubation service ability, and promote regional economic development, the entrepreneurship service center of Jiangsu Membrane Science and Technology Industrial Park implements the entrepreneurship mentor plan.
Article 2 Entrepreneurship mentors are employed from successful entrepreneurs, industry management experts, investment finance and other professional institutions, science and technology experts and other fields to provide guidance, professional and practical counseling services for enterprises and entrepreneurs in the Entrepreneurship Service Center of Jiangsu Membrane Technology Industrial Park.
Article 3 The entrepreneurship tutor shall accept the leadership of the Entrepreneurship Service Center of Jiangsu Membrane Technology Industrial Park and carry out work within the scope permitted by national laws and regulations.
Article 4 The Measures are applicable to all entrepreneurial tutors employed by the Entrepreneurship Service Center of Jiangsu Membrane Technology Industrial Park.

Chapter II Source of Entrepreneurship Tutors
（1） Successful entrepreneurs associated with the torch plan and incubator;
（2） Experts in venture capital and venture capital;
（3） Experts in banking and financial fields;
（4） Experts in the field of consultation, finance, law and other intermediary institutions;
（5） University entrepreneurship professors and practitioners with rich experience in the field of science and technology.

Chapter III Employment of Entrepreneurship Tutors
Article 6 Employment Principles
（1） It is committed to helping enterprises improve their independent innovation capabilities and is willing to provide public welfare services for regional progress and economic development;
（2） Volunteer to contribute time, energy, wisdom and experience, volunteer to support and help entrepreneurs, and pursue the spiritual rewards and sense of achievement obtained by the successful operation of entrepreneurial enterprises;
（3） Be familiar with enterprise management and market operation, and accurately predict the development of science and technology, economy and market; Or have experienced the entrepreneurial process and achieved success, have the ability and experience to provide practical guidance for entrepreneurial enterprises, and can provide guidance, professional and practical guidance services for technology-based SMEs and entrepreneurs;
（4） Have capital resources, and are willing to take the lead in investing in projects and enterprises suitable for investment, and actively recommend them to venture capital institutions;
Article 7 Appointment Procedure
（1） The Entrepreneurship Service Center of Jiangsu Membrane Technology Industrial Park has established a working group of entrepreneurial mentors to provide guarantee for promoting the work of entrepreneurial mentors;
（2） The proposed entrepreneurial tutors are nominated by the Enterprise Service Department of the Entrepreneurship Service Center of Jiangsu Membrane Technology Industrial Park, or recommended by themselves or other institutions. After the investigation of the entrepreneurial tutors working group, they are appointed to form an entrepreneurial assistant tutors group after being approved by the general manager office meeting of Jiangsu Membrane Technology Industrial Park Entrepreneurship Service Center. At work, enterprises have the right to choose tutors, and tutors have the right to choose target enterprises. Both parties agree to start the work;
（3） The employment term of each entrepreneurial mentor is three years. After the termination of the employment term, it is decided to renew or dismiss according to the performance of duties.
Chapter IV Responsibilities of Entrepreneurship Tutors
Article 8 Post responsibilities
（1） Provide professional guidance and assistance to enterprises seeking advice in the Entrepreneurship Service Center of Jiangsu Membrane Technology Industrial Park;
（2） Keep communication with entrepreneurs and give guidance on their puzzles and problems for the enterprises they coach;
（3） Timely communicate with the Entrepreneurship Service Center of Jiangsu Membrane Technology Industrial Park about the progress of the enterprises being tutored, and put forward opinions and suggestions;
（4） For projects and enterprises with successful expectations, they are willing to invest in risks and recommend them to venture capital institutions;
（5） Keep business secrets of the enterprise.

Chapter V Working Methods of Entrepreneurship Tutors
Article 9 Ways for Entrepreneurship Tutors to Provide Consultation and Guidance to Enterprises
（1） Entrepreneurship consulting: for general problems of enterprises, one-to-one communication with tutors can be adopted to achieve the purpose of consulting;
（2） Special diagnosis: For more complex problems of the enterprise, the expert group can be organized for special discussion and diagnosis activities to provide advice for the enterprise;
（3） One to one coaching: If an enterprise needs a relatively fixed tutor to consult and coach for special issues for a period of time, it needs to conduct a two-way selection process with the corresponding tutor. After both parties reach an agreement, the enterprise and the entrepreneurship tutor can sign a one-to-one coaching agreement to conduct in-depth coaching for the enterprise;
（4） Coach and train the incubator operation team;
（5） The compilation and writing of common entrepreneurial wisdom and experience gathered by the whole tutor team, and the presentation and dissemination of relevant forums and meeting notes.

Chapter VI Work Subsidies of Entrepreneurship Tutors
Article 10 Subsidies
（1） Employed as an entrepreneurial tutor of Jiangsu Membrane Technology Industrial Park Entrepreneurial Service Center, Jiangsu Membrane Technology Industrial Park Entrepreneurial Service Center will, as required, participate in special consultation and diagnosis activities organized by Jiangsu Membrane Technology Industrial Park Entrepreneurial Service Center. Jiangsu Membrane Technology Industrial Park Entrepreneurial Service Center will subsidize entrepreneurial tutors with 1000 yuan per person per time in the form of expert consultation fees and diagnosis fees;
（2） For the entrepreneurial tutors of Jiangsu Membrane Technology Industrial Park Entrepreneurial Service Center who have signed a one-to-one coaching agreement with the enterprise, the tutors' fees shall be paid by the enterprise. Jiangsu Membrane Technology Industrial Park Entrepreneurial Service Center shall pay 50% of the fees paid by the enterprise to the tutors, and the maximum subsidy amount shall not exceed 10000 yuan. The same enterprise can only apply for one tutor subsidy in the same year, and can apply for 3 tutors in total.
Article 11 Subsidy application
（1） Entrepreneurship tutors who participate in the special consulting and diagnostic activities organized by the Entrepreneurship Service Center of Jiangsu Membrane Technology Industrial Park shall be subsidized by the Enterprise Service Department of the Entrepreneurship Service Center of Jiangsu Membrane Technology Industrial Park according to the labor cost of the special activities;
（2） Entrepreneurial tutors who have signed one-to-one coaching agreements with enterprises shall be applied for by the enterprises, reviewed by the enterprise service department of Jiangsu Membrane Technology Industrial Park Entrepreneurship Service Center, and submitted to the general manager's office meeting for decision-making. The enterprise shall submit the following materials:
1. The original and copy of the coaching agreement signed between the enterprise and the entrepreneurial mentor, which should specify the work direction and objectives of the hired mentor;
2. Proof of the results of the consulting services provided by the entrepreneurial mentor for the enterprise (the part that does not involve enterprise secrets);
3. The enterprise's summary of the performance of the agreement should reflect the work of the entrepreneurial mentor and whether the goal of hiring a mentor has been achieved;
4. Proof that the enterprise paid the tutor.

Chapter VII Supplementary Provisions
Article 12 During the employment period, the entrepreneurship tutor will be dismissed in any of the following circumstances.
（1） Failing to accept the entrepreneurial guidance arranged by the Entrepreneurship Service Center of Jiangsu Membrane Technology Industrial Park for three consecutive times without justified reasons;
（2） Engaging in activities outside the scope of responsibilities of the entrepreneurship tutor in the name of the entrepreneurship service center of Jiangsu Membrane Technology Industrial Park in the society, seriously damaging the image of the entrepreneurship tutor;
（3） Disclosing business secrets of the enterprise;
（4） Being unable to perform the duties of an entrepreneurial mentor due to other reasons.
Article 13 The Measures shall be interpreted by the Entrepreneurship Service Center of Jiangsu Membrane Technology Industrial Park.
Article 14 The Measures shall come into force as of the date of promulgation.
