The Management Measures are formulated to standardize the management of incubated enterprises' graduation in Jiangsu Membrane Technology Industrial Park Entrepreneurship Service Center, unify the enterprise graduation standards, and promote the good development of Jiangsu Membrane Technology Industrial Park Entrepreneurship Service Center.

Article 1 Graduation conditions

1、 An enterprise shall be granted graduation if it meets the following conditions:
（1） High and new technology enterprises registered and approved by the state;
（2） Accumulated angel investment or venture investment of more than 5 million yuan;
（3） The accumulated operating income exceeds 10 million yuan for two consecutive years;
（4） Be merged, acquired or listed in domestic and foreign capital markets.

Article 2 Recognition of graduation of incubated enterprises

1、 Incubators determine the incubation period of incubators mainly according to the duration of the incubation agreement and the housing lease agreement signed with incubators. At the end of the incubation period, the incubating enterprises shall provide the incubator with the following materials:
（1） An application for graduation, breeding or extended incubation, specifying the wishes and reasons for graduation, breeding or extended incubation;
（2） Accounting statements of the previous month, including balance sheet, income statement, etc;
（3） Application Form for Incubation Enterprises;
（4） Operation and management of incubated enterprises;
（5） Other supporting materials.
2、 At the end of the incubation period, the incubator shall review whether the incubating enterprises have met the above graduation conditions. If the prescribed conditions are met, graduation shall be required or granted; If the specified conditions are not met, the following measures shall be adopted:
（1） If there is great development during the incubation period, and only two or several aspects fail to meet the specified conditions, it shall be deemed as breeding;
（2） If they meet the requirements of the preceding paragraph and can meet the graduation requirements after a period of incubation, they can renew the incubation agreement and extend the incubation upon the application of the incubating enterprise;
（3） Due to changes in objective conditions, it is difficult to develop the target market of the incubation project, fail to achieve the expected goals, have no obvious effect on commercialization and industrialization, and have difficulties in further incubation, it shall be deemed as incubation failure, and the incubation shall be terminated.
3、 The incubator shall review the incubated enterprises by means of on-site inspection and written review, and make a conclusion on graduation, cultivation, extension of incubation or incubation failure. For the extended incubation enterprises, the incubator shall renew the incubation agreement and the housing lease agreement with them. The renewed incubation period generally does not exceed two years, and the total incubation period does not exceed five years. For enterprises that fail to incubate, the incubator can require them to move out of the incubator in time. If the incubators need to move out of the incubator before the termination of the incubation agreement, the incubator shall review whether they meet the graduation requirements in accordance with the provisions of this chapter. Those who meet the graduation conditions shall be granted graduation and the incubation agreement shall be terminated. If the incubated enterprises do not develop during the incubation period and cannot achieve the intended goals, and it is difficult to continue the incubation, the incubator can persuade them to return to the incubator and terminate the incubation agreement and the housing lease agreement in advance.

Article 3 Follow up service after graduation

1、 After incubators graduate from incubators, incubators should track their development and keep in touch with them.
2、 Incubators can promote the development of graduated enterprises through the following measures:
（1） You can sign a tracking service agreement with the graduated enterprises, continue to track the service for the graduated enterprises for two years, allow the graduated enterprises to share the service implementation and resources of the incubator, enjoy the preferential policies of the incubator, and provide the required incubation services.
（2） Invest in graduated enterprises with incubation funds, keep in touch with them through shareholder relations, and continue to provide services.
（3） Promote cooperation and exchange between graduate enterprises and incubated enterprises, and use the incubator network to promote graduate enterprises to participate in domestic and foreign cooperation and exchange.
（4） Establish a regular contact system for graduated enterprises, care about the development of graduated enterprises, and help them solve problems.

Article 4 Supplementary Provisions

1. All enterprises and individuals stationed in the Center are welcome to put forward suggestions on the improvement of the Management Measures, and the Entrepreneurship Service Center will adopt the reasonable suggestions.
2. All enterprises and individuals stationed here are welcome to supervise the implementation of the management measures to ensure the rationality and fairness of the implementation of the management measures.
3. The Entrepreneurship Service Center of Jiangsu Membrane Technology Industrial Park has the final right to interpret these Administrative Measures.
4. The Measures shall be implemented as of the date of promulgation.
