The Management Measures are formulated to standardize the management of incubated enterprises in the Entrepreneurship Service Center of Jiangsu Membrane Science and Technology Industrial Park, unify the standards for enterprises to settle in, and promote the good development of the Innovation Service Center. The Measures are applicable to all incubated enterprises in the Entrepreneurship Service Center of Jiangsu Membrane Technology Industrial Park.

1、 Basic conditions for incubated enterprises

（1） The enterprise has clear property rights, clear articles of association, independent operation, self responsibility for profits and losses, and a good operating mechanism;
（2） The enterprise is mainly engaged in the research, development, production and operation of high-tech products. Its projects and products have high technical level, good industrial prospects and great market potential;
（3） The enterprise has a strong innovation ability, mainly focusing on independent development. More than 1/3 of the scientific and technological personnel in the enterprise should be scientific and technological personnel. The person in charge of the enterprise should be scientific and technological personnel at or above the junior college level who are familiar with the research and development of the enterprise's products, and have a certain business management ability;
（4） Do not damage resources, damage or pollute the environment; It will not endanger national security or public interests.
（5） Scientific and technical personnel with independent intellectual property rights in high-tech projects (products) can be given priority in incubation.

2、 Incubation approval procedure

（1） Enterprises or individuals applying for incubation shall submit relevant application materials to the Company:
    1. Incubation application;
    2. Enterprise business license;
    3. Project incubation plan;
    4. Project feasibility report;
    5. Project technical certification materials (achievement appraisal certificate, novelty search report, patent certificate, etc.);
    6. Basic information, identity certificates, education certificates, etc. of the applicant and key personnel of the enterprise.

（3） The incubated enterprises signed the incubation agreement with the Entrepreneurship Service Center, and went through the procedures of enterprise name approval, industrial and commercial registration, tax registration, bank account opening, etc.

3、 Preferential policies

（1） The incubated enterprises can arrange the office space of the industrial park and sign an agreement when they enter the incubation.
（2） The settled enterprises can simultaneously enjoy the supportive policies of Jiangbei New Area.
（3） For incubation projects of incubated enterprises, priority can be given to applying for project support funds and special development funds to provincial and municipal science and technology departments.
（4） The incubated enterprises can use the public technology platform of the park in a preferential way and get free technical support.
（5） The technology leaders of the incubated enterprises can apply for industry professors together with Nanjing University of Technology to jointly build a Jiangsu postgraduate workstation; Cooperate with Nanjing University of Technology in production, teaching and research, combine superior discipline resources, jointly build a university enterprise joint research and development center, and jointly cultivate industrial and technical talents.

4、 Service and management

The Entrepreneurship Service Center provides the following services for incubated enterprises:
（1） Assist the incubated enterprises to go through the formalities of industrial and commercial registration, tax registration, bank account opening, etc;
（2） Help and guide the incubated enterprises to apply for the accreditation of science and technology projects at all levels, high-tech products, high-tech enterprises, technology-based SMEs, R&D center platforms, etc;
（3） Assist in handling the procedures of talent introduction and professional title evaluation;
（4） Provide necessary services for the identification (review) of achievements and patent applications of incubated enterprises;
（5） Provide necessary services for the results release, information communication, scientific and technological cooperation and project negotiation of incubated enterprises;
（6） For incubated projects, it is preferred to recommend bank loans to banks or financial departments.

5、 Regulations to be observed by incubated enterprises

（1） The incubated enterprises shall consciously abide by national laws, regulations and policies, operate legally, and be honest and trustworthy. They shall abide by the management regulations of the Entrepreneurship Service Center and consciously cooperate with the work of the Entrepreneurship Service Center.
（2） The incubated enterprises shall timely submit financial statistical statements to the Entrepreneurship Service Center as required, and report the project implementation progress.
（3） The Entrepreneurial Service Center regularly assesses the incubated enterprises according to their cultivation agreements and relevant management regulations every year. Enterprises that fail to pass the examination shall find out the reasons in time and make rectification. The incubation of enterprises that fail to pass the assessment for two consecutive times shall be terminated.
（4） After about three years of incubation, the incubated enterprises should leave the incubation site, carry out independent operation and self-development, so that the entrepreneurship service center can accept new incubated enterprises. For enterprises that are really advanced in technology, have great market potential, and the product market has not been opened for the time being, the incubation period can be appropriately extended, but the extension shall not exceed two years.
（5） The enterprise that has completed the incubation period or plans to graduate ahead of schedule shall apply to the Entrepreneurship Service Center for graduation, and the Entrepreneurship Service Center shall approve the graduation after passing the acceptance according to the graduation standard of the incubated enterprise and its cultivation agreement.
（6） The Entrepreneurial Service Center has the right to terminate the incubation agreement and may not enjoy the relevant preferential policies for the incubated enterprises in any of the following circumstances: those that violate the national laws, regulations and policies; Violating the relevant provisions of the service center and the cultivation agreement, and the circumstances are serious; Engaging in production and business activities unrelated to high-tech projects or products beyond the production and business scope of the enterprise; Failing to submit the enterprise's financial statistical statements and project implementation progress as required, concealing the truth and practicing fraud; Fail to pass the examination for two consecutive times.

6、 Supplementary provisions

1. All enterprises and individuals stationed in the Center are welcome to put forward suggestions on the improvement of the Management Measures, and the Entrepreneurship Service Center will adopt the reasonable suggestions.
2. All enterprises and individuals stationed here are welcome to supervise the implementation of the management measures to ensure the rationality and fairness of the implementation of the management measures.
3. The Entrepreneurship Service Center of Jiangsu Membrane Technology Industrial Park has the final right to interpret these Administrative Measures.
4. The Measures shall be implemented as of the date of promulgation.
