Xinhua News Agency, Beijing, October 12 Recently, the General Office of the State Council issued the Guiding Opinions on Further Supporting College Students' Innovation and Entrepreneurship (hereinafter referred to as the Opinions).
The Opinions pointed out that college students are the new force of mass entrepreneurship and innovation, and it is of great significance to support college students' innovation and entrepreneurship.  

The Opinions put forward that we should deepen the reform of innovation and entrepreneurship education in colleges and universities, run innovation and entrepreneurship education through the whole process of talent training, and establish a new talent training model oriented by innovation and entrepreneurship. We will strengthen the teaching ability and quality training of innovation and entrepreneurship education for college teachers, and reform teaching methods and assessment methods. We will strengthen innovation and entrepreneurship training for college students, and create a number of brands for innovation and entrepreneurship training activities in colleges and universities. We will improve the sustainable development mechanism of the China International "Internet +" innovation and entrepreneurship competition for college students, and encourage students at all levels to actively participate. Adhere to government guidance and public welfare support, and support industry enterprises to deepen competition cooperation.

The Opinions clearly stated that it is necessary to strengthen the construction of college students' innovation and entrepreneurship service platform and optimize the innovation and entrepreneurship environment for college students. All kinds of innovation and entrepreneurship practice platforms in the school are free for college students. Encourage various incubators to open a certain proportion of free incubation space to college students' innovation and entrepreneurship teams. Improve the leading role of mass entrepreneurship and innovation demonstration bases, and deeply implement the special action of "school enterprise operation" for entrepreneurship and employment. Improve the achievement transformation mechanism, do a good job in confirming and protecting the intellectual property rights of college students' innovation projects, and accelerate the implementation of the distribution policy oriented to increasing the value of knowledge. We will increase support for college students who fail to start their own businesses, and encourage qualified places to explore and establish a rescue mechanism for college students' entrepreneurial risks. We will strengthen information services for college students' innovation and entrepreneurship, timely collect national, regional and industrial needs, and accurately push industry and market trends and other information for college students. Strengthen publicity and guidance, summarize and promote the good experiences and practices of all regions and universities.

The Opinions proposes to strengthen financial and tax support and financial policy support for college students' innovation and entrepreneurship. We will increase support from the central government's special funds for educational and teaching reform in colleges and universities. We will implement detailed tax and fee reduction policies, provide tax services, and strengthen targeted support. Encourage financial institutions to provide financial services for college students' entrepreneurial projects in accordance with the principles of marketization and commercial sustainability, and solve the problem of college students' entrepreneurial financing. Guide the investment fund and social capital of innovation and entrepreneurship platform to participate in the early investment and wisdom investment of college students' entrepreneurship projects.

The Opinions require that the Ministry of Education, together with relevant departments, strengthen coordination and guidance, and urge the implementation of various policies to support college students' innovation and entrepreneurship. Local people's governments at all levels should strengthen organizational leadership, actively study, formulate and implement policies and measures to support college students' innovation and entrepreneurship, and timely help college students solve practical problems.
